CUBA: More sugar problems

The government is to close another 40 to 50 sugar mills between now and 2007. This means that the harvest will then be produced by between 35 and 45 mills. The bulk of the mills slated for closure will be shut by the time of the next harvest (which traditionally starts at the end of November). This will be the 2005/06 crop.
